“Awareness”: l’impatto dell’interoperabilit\u00e0 sulla cooperazione di polizia e sul lavoro quotidiano<\/strong><\/p>\n Il 12 maggio 2021, dalle 9:00 alle 17:00 il progetto \u201cCountering Serious Crime in the Western Balkans\u201d, implementato dal Ministero dell\u2019Interno Italiano, GIZ e CILC e co-finanziato dalla Commissione Europea, ha organizzato il primo dei tre workshop telematico su SPOC – Single Point of Contact (s) (unico punto di contatto) – e interoperabilit\u00e0, intitolato Awareness: l’impatto dell’interoperabilit\u00e0 sulla cooperazione di polizia e sul lavoro quotidiano<\/p>\n Il workshop \u00e8 stato organizzato nell’ambito della componente 7 del progetto, che si occupa di interoperabilit\u00e0 e scambio di informazioni, con l’obiettivo di migliorare l’interoperabilit\u00e0 delle banche dati e dei sistemi di informazione tra i servizi di polizia dei paesi beneficiari dei Balcani occidentali e i loro sistemi con i sistemi e le banche dati regionali, Europee e Internazionali. Inoltre, l\u2019attivit\u00e0 ha come scopo quello di contribuire a migliorare l’efficienza e l’efficacia degli strumenti di condivisione delle informazioni garantendo l’attuazione di processi tecnici, norme e strumenti che consentono ai sistemi di informazione dell’UE ed extra UE di lavorare meglio insieme.<\/p>\n In qualit\u00e0 di beneficiari, ciascuna forza di polizia dei Balcani occidentali \u00e8 stata invitata a designare un rappresentante e possibilmente un capo della SPOC, destinatari principali di questo workshop, insieme ad altre parti coinvolte. Lo SPOC \u00e8 definito come uno “punto unico di contatto ” per tutte le richieste di cooperazione internazionale delle forze di polizia trattate a livello nazionale.<\/p>\n Come sottolineato dal dott. Antonio Montanaro, Vice Capo Progetto del IPA 2019 \u201cCountering Serious Crime in the Western Balkans\u201d per conto del Ministero dell’Interno Italiano, questo workshop creer\u00e0 l’occasione per un confronto approfondito su tematiche in tema di prevenzione e repressione di comune interesse, con riferimento a specifiche aree geo-criminali, con lo scopo di identificare soluzioni che possano facilitare una cooperazione diretta ed efficace tra i paesi. La creazione di piattaforme di analisi e task force mirate, con il supporto delle agenzie dell’UE e delle organizzazioni internazionali partecipanti, \u00e8 orientata ad affrontare le minacce attuali da gruppi criminali che sfruttano flussi migratori di grandi dimensioni, da gruppi terroristici o organizzazioni criminali orientate al profitto.<\/p>\n Lo SPOC (Unico Punto di Contatto) introdurr\u00e0 ed attuer\u00e0 maggiore uniformit\u00e0 nella moltitudine di sistemi informativi e database creati a fini di contrasto, in linea con l’effettiva necessit\u00e0 di combattere la criminalit\u00e0 e il terrorismo “.<\/p>\n Il dott. Carlo Verdiglione, Project Leader di CSCWB per conto del Ministero dell’Interno italiano, ha aggiunto che, nel prossimo futuro, l’efficacia delle strategie di sicurezza comuni dipender\u00e0 dalla nostra capacit\u00e0 di rinnovare i partenariati sotto forma di un dialogo costruttivo, che \u00e8 uno degli obiettivi del prossimo workshop. Per conto della polizia del Kosovo, il maggiore Sallahu ha ringraziato il progetto IPA per tutto il supporto fornito finora, sottolineando l’importanza della cooperazione internazionale di polizia attraverso la condivisione delle informazioni in tempo reale resa possibile dall’interconnessione delle banche dati di polizia e delle altre agenzie.<\/p>\n Come sottolineato dalla Commissione Europea (sia DG HOME che DG NEAR), la Cooperazione Internazionale di Polizia \u00e8 una questione di persone e come ha sottolineato il rappresentante della Polizia del Kosovo, insieme siamo pronti.<\/p>\n —–<\/p>\n \u201cAwareness\u201d: The Impact of Interoperability on Police Cooperation and Daily Work<\/strong><\/p>\n On May 12th, 2021 from 9 AM to 5 PM the project \u201cCountering Serious Crime in the Western Balkans\u201d, co-implemented by Italian Ministry of Interior Affairs, GIZ and CILC and co-financed by EU Commission, organised the first of three online workshops on SPOC \u2013 Single Point of Contact(s) \u2013 and Interoperability, entitled Awareness: The Impact of Interoperability on Police Cooperation and Daily Work.<\/p>\n This workshop was organised in the framework of the project component 7, dealing with interoperability and information exchange aiming to improve the interoperability of databases and information systems among the Western Balkans beneficiary police services and their systems with Regional, European and International systems and databases. It will contribute to enhance the efficiency and effectiveness of information-sharing tools by ensuring the implementation of technical processes, standards and tools that allow EU and non-EU information systems to work better together.<\/p>\n Each Western Balkans beneficiary has been invited to designate a representative and possibly a Head of SPOC, who were the key addressees of this workshop, together with other parties involved. The SPOC is defined as a \u201cone stop shop\u201d for all international law enforcement cooperation requests dealt with at national level. Kosovo Police was represented by Mr. Besnik Sallahu, Head of ILECU (International Law Enforcement Cooperation Unit) and two police officers from the same directorate.<\/p>\n As stressed by Mr. Antonio Montanaro, deputy Project Leader of the CSC WB on behalf of the Italian Ministry of Interiors, this workshop will create a unique opportunity for an in-depth discussion on preventive and enforcement issues of common interest with regard to specific geo-criminal areas. It aims at identifying solutions that can facilitate direct and effective cooperation among the countries. Establishing analysis platforms and targeted task forces, with the support of participating EU agencies and international organizations, is oriented towards tackling current threats from criminal groups exploiting migratory flows of epic proportions, from terrorist groups or profit-driven crime syndicates.\u201d The SPOC\u2019s will bring and put into practice more coherence in the multitude of information systems and databases created for law enforcement purposes, in route with the actual strong need to fight against crime and terrorism, this is absolutely necessary.\u201d<\/p>\n Mr. Carlo Verdiglione, the Project Leader of CSCWB, on behalf of the Italian Ministry of Interiors, added that in the near future, effectiveness of common security strategies will depend on our ability to renew partnerships in the form of a constructive dialogue, which is one of the objectives of the upcoming workshop.
