How to apply for a passport

A passport is a travel and identification document. Its issue is the responsibility of the Passport Office of the Consular Circumscription in which the Italian citizen is resident.

WHO CAN APPLY FOR A PASSPORT

All Italian citizens residing in Kosovo who are regularly registered with A.I.R.E. may apply for a passport at the Consular Registry Office of the Italian Embassy in Pristina.

Only in exceptional and duly justified cases may citizens not resident in this consular district also apply for this document. It should be noted, however, that priority will be given to the files of Italian citizens resident in Kosovo. However, please note that priority will be given to processing the documentation of compatriots residing in Kosovo.

The processing of paperwork at the offices of this Consular Registry Office takes place only by appointment.

Appointments for passport applications are made ONLY ONLINE through the portal Prenot@mi.

LIST OF DOCUMENTS

On the day of the appointment, each applicant (therefore also each individual family member) shall be submit his/her documents together with the required photocopies. It is very important that the documents are prepared in advance and that the instructions published here are followed.

Passports will be delivered on the same day of the appointment, with the exception in the cases in which it will be notified on the same day of the appointment.

  1. PASSPORT FOR ADULTS

The documentation required is as follows

  • printed copy of the reservation made on the Prenot@mi portal
  • passport application form, fully completed and signed, in original version
  • 1 colour photograph, type ‘frontal image’, light background, looking straight ahead, eyes open, face centred (no shadows or glasses with dark lenses, or other foreign objects are allowed in the photo)
  • valid identity document with photocopy
  • previous Italian passport, even if expired. In case of loss or theft present a copy of the report made to the Police.
  • The cost of the passport is €116, to be paid on the day of the appointment.
  1. PASSPORTS FOR MINORS

If the applicant is under the age of 18, it is mandatory that he/she should be present on the date booked, accompanied by his/her parents.

The documentation required is as follows

  • no. 1 colour photograph, type ‘frontal image’, light background, looking straight ahead, eyes open, face centred (no shadows or glasses with dark lenses, or other foreign objects are allowed in the photo).
  • original identity document with plain photocopy OF THE MINOR and BOTH PARENTS.
  • It is specified that the birth certificate is not considered an identity document. For the procedure to be successful it is essential that the identity document presented allows the unequivocal identification of the minor
  • previous Italian passport, even if expired. In case of loss or theft, submit a copy of the report made to the Police
  • if one of the parents is not present on the day of the reception, it is mandatory the consent of the parent who is not present be presented for the issue of the minor’s passport. The appropriate form – correctly and completely filled out – shall include the acknowledged signature of the other parent. If the parent giving consent is an ITALIAN or EUROPEAN UNION CITIZEN, the form may be presented signed and accompanied by a photocopy of a valid Italian/European Union identity document. In case the parent IS NOT a citizen of the European Union, the signature on the form shall be notarised (a valid identity document of the person giving consent will be required).

PLEASE NOTE: IN BOTH CASES, THE CONSENT FORM WILL BE VALID FOR 90 DAYS.

  • The cost of the passport is €116, to be paid on the day of the appointment

FINGERPRINTING AND CASES OF EXEMPTION

The obligation to submit fingerprints in the passport was provided by European legislation, in particular by Regulation (EC) no. 2252 of 2004 (as amended by Regulation (EC) no. 444/2009), which set 29 June 2009 as the start date.

The issuance of an e-passport with fingerprints and digitised signature requires the physical presence of the applicant at the Consulate.

The application form, including the documents required for processing, can also be sent to the competent Consulate by post or through the honorary consular network. Once the preliminary investigation is complete, the applicant may – by appointment – go to the Consulate for fingerprinting, signing and issuing the document at sight.

Minors under the age of 12 are exempt from fingerprinting.

There is also a permanent exemption from fingerprinting:

(a) in case of a permanent physical impairment or physical impediment suitably documented (e.g. medical certification issued by a local health authority, hospital facilities, etc.)

  1. b) in case of a visible physical impairment or malformation (medical certification is not required in such cases).

In such cases, an ordinary passport without fingerprints is issued for a period of ten years.

In cases of temporary impossibility of taking fingerprints not dependent on the will of the applicant, a temporary passport is issued.

ACQUISITION OF THE DIGITAL SIGNATURE AND CASES OF EXEMPTION.

When the fingerprints are taken, the holder’s signature is also acquired digitally, which is then printed on the page containing the personal data.

Children under the age of 12 are exempt from signing.

There is also a permanent exemption from signing for:

  • those who are illiterate (prior acquisition by the Office of the declaration in lieu of affidavit)
  • those with physical impossibility established or documented that prevents them from signing.

WHEN THE PASSPORT IS ISSUED

The passport will be issued on the day of the appointment following the proper completion of the relevant paperwork (except in the case of unforeseen technical problems). Please also note that it will only be possible to issue the passport if

  • the applicant presents complete and correct documentation (for the necessary documentation, please, consult the section Documents required for issue listed above);
  • there will be no obstructive causes at the moment of submission of the passport application.

HOW TO REQUEST AN EMERGENCY PROCEDURE

In cases of proven urgency, the Italian citizen resident in Kosovo, regularly registered with the A.I.R.E., may request an emergency appointment with the Consulate, sending in advance, by email, appropriate documentation attesting to the actual need and urgency. This will be assessed on a case-by-case basis and with extreme care.

The urgency shall be justified by

  • serious family/health reasons, proven by a medical certificate from a public facility, as well as by the presentation of the flight reservation or other travel document (with clear indication of the passengers and date of travel)
  • unavoidable business necessities proven by a reasoned and detailed request on the employer’s letterhead, as well as by presentation of the flight reservation, or other travel document (with clear indication of the passengers and date of travel). The latter shall be signed by the manager and shall indicate the name of the person signing, the role held and the telephone number. Please note that the benefits of the emergency procedure for work-related reasons may NOT in any way be extended to the holder’s family members.

The following evidence of urgency/emergency will NOT be considered valid:

  • Reservations for medical examinations, to be carried out in Italy or in other countries, which can be carried out in Kosovo;
  • Medical certificates from which it is not clear that there is a serious medical condition concerning a direct family member;
  • Airline tickets or letters from relatives, acquaintances, etc.
  • Proof of urgent work commitments substantiated by messages received by email;
  • Self-certification by the applicant of urgent/emergency situations not substantiated by adequate supporting documentation;
  • Possession of airline tickets or holiday bookings;
  • School trips.

The procedure requires the payment of emergency fees.
